How can we conclude that the passage is mainly about bimetallism? I do not think this article chronicles the rise and fall of bimetallism. The last sentence of the first paragraph states that the two sides fiercely debated. The following paragraphs also speak of both policies.

I too am of the opinion that the focus was not on bimetallism. The piece elucidates the shortcomings of both theories and concludes simply asserting that regardless of the debates held by the advocates, history has it that the-gold-only standard was chosen. If the reader is to uncover that the bimetallic standard would have eventually led to inflation being the very reason why this standard was chosen, yet the essence of the passage lies in the very debate.
